OEL Malaysia Factory and Thailand Partner

If you import hydraulic cylinders from China or India, your costs may be about to change sharply. In July 2026, US cylinder producers filed antidumping (AD) and countervailing duty (CVD) petitions against hydraulic cylinders from China and India, along with Canada, Mexico and South Korea. The Department of Commerce opened investigations in September, and the US International Trade Commission voted unanimously to let them continue.

The numbers are large. At initiation, alleged dumping margins were 103% to 440% for China and 85% to 371% for India, with countervailing duties possible on top. Preliminary determinations are scheduled for January 2027, and importers could owe cash deposits on entries from that point.

There is a catch that makes this case different: the scope also covers steel barrels and piston rods from these countries, even when they are assembled into a cylinder somewhere else. Moving the final assembly out of China is not enough. The barrel and rod have to be made outside the subject countries too.

At Overland Engineering & Logistics (OEL), we have spent more than 14 years building a manufacturing network so our customers have options. That network now includes our own hydraulic cylinder factory in Malaysia and a certified manufacturing partner in Thailand — two countries not named in these investigations.

Our Malaysia factory: built in-house, from barrel to final test

Our Malaysia facility is in Kapar, Selangor, close to Port Klang — one of Southeast Asia's busiest container ports. It is fully operational and equipped to produce complete hydraulic cylinders under one roof.

The key steps happen in-house:

  • Barrel processing — cutting, honing and port machining
  • Piston rod machining and chrome finishing
  • Welding of barrels, mounts and end caps
  • Assembly, sealing and pressure testing
  • Painting and final inspection

Doing this work ourselves, rather than assembling purchased kits, gives us direct control of quality, lead time and component traceability. It also means we can document where each major component is made — information more and more customers need for compliance and sourcing decisions.

Our Thailand partner: certified automotive-grade quality

In Thailand, we work with an established hydraulic cylinder manufacturer certified to ISO 9001 and IATF 16949, the quality standard used across the automotive supply chain. Our expertise also covers Single-Acting vs Double-Acting Hydraulic Cylinders, helping meet different application requirements. This partnership adds production capacity in a second country and provides a second qualified source for programs that need one.

Castings and forgings through our partner network

Alongside cylinders, our partner network in South Asia supplies castings and forgings — so cylinder mounts, brackets and related metal parts can be sourced through the same team, on the same purchase order.

What this means for your supply chain

  • Outside the countries under investigation. Malaysia and Thailand are not subject countries in the US hydraulic cylinder AD/CVD cases.
  • Real manufacturing, not relabeling. Barrels and piston rods — the exact components the scope targets — are processed in our own Malaysia plant, not imported from China and bolted together.
  • Origin documentation. We record where each major component is made, so your customs broker and compliance team have what they need.
  • Time to qualify before January. First articles and PPAP take time; starting now keeps your program ahead of the preliminary duty dates.
  • One accountable partner. Engineering, quoting, quality documentation and logistics all run through OELUS, with our US office and warehouse in Bridgeton, Missouri.
  • Same products you know. Welded, tie-rod and telescopic cylinders built to your print, or reverse-engineered from a sample when drawings are not available.

The final scope and duty rates are still being decided. We are glad to review your specific part numbers and help you and your broker plan around them.

Buying hydraulic cylinders from China or India? New US AD/CVD investigations allege dumping margins of 103–440% for China and 85–371% for India, with preliminary duties expected in January 2027 — and the scope also covers Chinese and Indian barrels and rods assembled elsewhere.

OEL builds hydraulic cylinders in our own factory in Selangor, Malaysia — barrel honing, rod machining and chrome, welding, assembly, testing and paint, all in-house.

We have also partnered with an ISO 9001 and IATF 16949 certified cylinder manufacturer in Thailand, giving our customers a qualified second source in Southeast Asia.

Malaysia and Thailand are not named in the investigations. Now is the time to qualify a second source before the preliminary duty dates.

Send us your print and annual volume and we'll recommend the best place to build it.
